Ms. Browning is a senior engineering executive recognized for her expertise in water and transportation infrastructure, sustainability, and compliance programs. She is known for championing engineering innovation, sound policies, and thoughtful strategies to deliver innovative solutions. She is currently Principal/owner of Moonshot Advisory LLC., providing advisory services focused on forward-thinking strategies for resilient infrastructure programs/projects, fostering cross-sector partnerships with business, government, and philanthropic leaders, advancing integrated strategies that connect water, energy, transportation, land conservation, and economic development.
She is a former water utility leader and served as the Commissioner for the City of Atlanta’s Department of Watershed Management for four (4) years, Assistant Commissioner for one (1) year, and with a total tenure of thirteen (13) year with the City of Atlanta. As the Commissioner for the City of Atlanta’s Department of Watershed Management, she led a trusted regional and enterprise utility to deliver safe drinking water, manage wastewater and stormwater, and ensure regulatory compliance across the city’s water assets. She was responsible for oversight of the Department’s $700M annual operating budget, lead a talented workforce of over 1,400+ employees, oversaw a five-year capital improvement plan of $1.31B including the Water Supply Program and the nearly $4 billion Clean Water Atlanta Consent Decree Program aimed at the elimination of sanitary sewer overflows and overall compliance with two Federal Consent Decrees (CSO and SSO) and a state Consent Order to improve water quality.
She is an astute environmental and engineering leadership professional who possesses over 25 years of experience in municipal government and private consulting within the civil and environmental engineering industry. She is highly adept at managing large, complex, billion-dollar linear and vertical capital construction infrastructure, project and program management, regulatory compliance, operation and maintenance (O&M) programs, and a myriad of workforce development initiatives. She has extensive experience in water, wastewater, stormwater conveyance and storage infrastructure, transportation, planning, design, and construction; SSO and CSO reduction, asset management, green infrastructure, solar and sustainability programs; biosolids and water residuals, alternative fuels and renewable energy; water loss mitigation, smart metering technologies, and conservation, planning & permitting; environmental policy; and construction management and alternative project delivery. Ms. Browning is cross-functional leader with strong industry relationships and extensive experience coordinating with the community, local, state, and federal agencies and other utilities and communities. She is currently utilizing her wealth of knowledge and expertise in providing advisory support for capital infrastructure programs implementation, strategic planning, compliance, and sustainability initiatives for public and private organizations.
She is a proud graduate of the University of Georgia College of Engineering’s Class of 2000 and holds a BS degree in Biological Engineering with an Environmental emphasis. She is an alum of LEAD Atlanta Class of 2006, Past President of the Georgia Chapter of the American Public Works Association (GA APWA), and a recipient of the American Public Works Association (APWA) Excellence in Service Award. In 2019, she was inducted into the Georgia Water Environment Federation (GWEF) Golden Manhole Society and serves on the boards of the Georgia Conservancy and University of Georgia College of Engineering Advisory Boards. And in both 2023 and 2024, she was recognized as one of 100 Most Influential Women in Georgia Engineering. In her spare time, she enjoys spending time with her family, traveling, volunteering, and cheering on her favorite team, the Georgia Bulldogs (Go Dawgs!).
